About the role

Ready to make your mark on some of Wales' most significant highways and infrastructure projects? Join our Cardiff Local Government team as a Principal Quantity Surveyor and help deliver the projects that keep communities connected and thriving.

You will be working as part of a multi-disciplinary team in WSP's Local Government division and will be focused on the delivery of a variety of highways, bridges and infrastructure projects on behalf of Rhondda Cynon Taff, Bridgend and Merthyr Tydfil County Borough Council.

The successful award of a new contract, and the increase in service requests for construction and procurement support, means that our teams have a great pipeline of varied work to look forward to delivering. You will be working as part of a collaborative Construction Team – made up of Quantity Surveyors, Site Supervisors and NEC Project Managers, all playing an important part in delivering projects to improve local communities.

You will play a pivotal role in managing the commercial aspects of projects, ensuring cost efficiency and contractual compliance throughout the project lifecycle.

Responsibilities

  • Prepare detailed cost estimates, budgets, and forecasts for highways and infrastructure projects
  • Monitor and control costs throughout the project lifecycle
  • Assist with preparing tender documentation, bills of quantities, and procurement strategies
  • Manage and administer contracts (primarily NEC forms), including handling variations, claims, and dispute resolution, and ensure compliance with contractual obligations
  • Prepare and present cost reports, CVRs (Cost Value Reconciliation), and financial forecasts to stakeholders
  • Liaise with clients, project managers, and design teams to ensure smooth delivery and resolve commercial issues promptly
  • Identify risks and opportunities, implementing value engineering strategies to optimise project outcomes

Requirements

  • Experience working as a Quantity Surveyor, or equivalent role, across highways or civil engineering projects
  • Strong knowledge of NEC contracts and commercial management processes
  • Excellent organisational, analytical, and communication skills
  • Ability to work collaboratively with multidisciplinary teams and stakeholders
  • Experience with digital cost management tools and ERP systems
  • Professional qualifications would be desirable
