About the role

NHS Supply Chain currently has an opportunity for a Property Manager to join us at a pivotal time in our Supply Chain Modernisation Programme, helping to create a future estate that enables the NHS to put patients first.

As part of the Estates team, you will act as SCCL's commercial property custodian and lead specialist across a diverse national portfolio of offices and distribution centres. You will ensure we meet our legal, financial and commercial obligations while shaping an estate that is fit for the future.

A key and immediate priority for this role will be supporting the delivery of our modernisation programme. This includes progressing two major build-to-suit distribution centre opportunities, alongside managing the impact on our existing estate, including lease events, exits, reconfigurations and continuity of operations across affected sites.

These projects represent complex, high-value, long-term commitments with significant operational and commercial implications. While SCCL's appointed real estate agent will lead negotiations, this role operates as an intelligent client, providing commercial oversight and informed challenge on property transactions and estate decisions. This includes interpreting complex commercial, legal and technical information and translating it into clear, evidence-based recommendations that support long-term commitments with significant financial, operational and reputational implications.

You will also play a central role in developing business cases for government approval, working closely with the estates lead to ensure robust, evidence-based submissions that stand up to scrutiny.

Through the build-to-suit developments, you will provide commercial oversight across the full development lifecycle, ensuring alignment with agreed specifications and organisational requirements. This includes monitoring development progress, identifying and assessing variances, and understanding their impact on programme delivery, cost and operational requirements, including fit-out planning and readiness.

The role requires strong commercial judgement, the ability to operate confidently in complex, multi-stakeholder environments, and the confidence to challenge, test and refine proposals to ensure value for money and the best possible outcomes.

Key responsibilities

• Lead and support strategic acquisitions and disposals, with an initial focus on build-to-suit developments.
• Lead all lease events across the estate, including renewals, break options, rent reviews and lease expiries, coordinating activity with appointed real estate agents to ensure negotiations align with organisational objectives, follow approval processes and deliver value for money.
• Work closely with senior stakeholders to translate commercial, operational and strategic requirements into effective negotiation strategies, providing clear recommendations, options and risk assessments to support decision-making.
• Lead and coordinate property acquisitions and disposals, ensuring commercial, legal and financial implications are fully understood, risks are effectively managed, and decisions are supported by robust analysis and governance.
• Lead the Government Property Controls process following internal approval, developing business cases, securing Executive sign-off, managing submissions to DHSC and responding to scrutiny requests with clear and accurate information.
• Provide commercial oversight of significant property change and development projects, monitoring delivery through external advisors and assessing the impact of risks, issues and programme changes.
• Identify and assess variances from agreed positions, specifications or project objectives, clearly communicating implications for cost, programme delivery, operational requirements and fit-out.
• Ensure strong governance, risk management and change control across property activities, assessing whether deviations fall within agreed parameters and escalating issues where required.
• Develop and support strategies for risk mitigation, resolution or acceptance, ensuring decisions are informed, controlled and aligned to organisational objectives.
• Act as SCCL's lead representative in landlord relationships, ensuring engagement is proactive, issues are effectively managed and outcomes support commercial and operational priorities.
• Oversee business rates, property insurance and related compliance obligations, ensuring accuracy, effective risk management and value across the estate portfolio.

What we're looking for

We're looking for someone who combines strong commercial property expertise with the ability to operate effectively in a complex, programme-driven environment. Experience in logistics, industrial or large-scale operational environments would be beneficial.

You'll bring:

• Experience managing commercial property portfolios, including lease events, landlord relationships and property risk.
• Strong knowledge of commercial property principles, with an understanding of the legal, financial and operational impacts of property decisions.
• Experience leading or supporting acquisitions, disposals and complex property projects within a structured governance framework.
• The ability to translate business requirements into clear property strategies, recommendations and risk-based decisions.
• Strong commercial and analytical skills, including option appraisal, risk assessment and value-for-money evaluation.
• Knowledge of business rates, property insurance and associated compliance requirements.
• Familiarity with Government Property Controls or similar approval and business case processes.
• Excellent stakeholder management and communication skills, with the ability to influence and engage at all levels.
• Experience producing high-quality reports, management information and business cases to support decision-making.
